    Not quite. SMTP in IIS will happily allow you to restrict who can send via it, we need to restrict who it sends mails to.....

    This was out of the box functionality with Windows Server SMTP service for years.
    Trouble is I haven't used it in oodles of years, but it looks like the service in Win 2008+ is still there.

    To get the service it looks like you add it manually then configure it using the IIS6 tools below.

    This is how you could have done it with Win2003 IIS6:
    Configuring SMTP Virtual Server Relay Restrictions (IIS 6.0)
    You can also allow messages to be relayed to a specific remote domain. The domain setting overrides the SMTP virtual server setting. For more information about relaying messages to a remote domain, see Configuring Remote Domains.

    Doubt those are options with the infrastructure....

    I would be looking at hmailserver as it allows scripting on both outgoing and incoming mail but no one asked me.....

    set up a hostfile that redirects almost everything to null, or wherever you want it to go?
    Stick it on a closed network with port 25 only going to client's test mail server?

    More than one way to skin this cat, but it depends on where it all sits and how much control you have

    UAT system is full of live customer data, we want to test email functionality without everyone being sent correspondence, want to limit it to our email domain and the customers

    And don't all emails limit who they can relay for? Open relays are a bad thing - I know, I set one up! Before I knew it had 8 million undeliverable messages alone before I realised (i.e. got bollocked of the ISP - Demon)
