Free tool to draw on top of PDFs before printing?

I've got a bunch of PDFs which I have to sign and return. To avoid printing and scanning I have in the past taken screen-shots and then added a signature image on top before printing but this is cumbersome and not always practicable.

I don't want to edit the PDF, simply be able to overlay stuff on top so printing (normally to another PDF rather than paper) will include both. Is there a good free tool for this, or a search term I can use to find one?
