    You need to look at For Organisations - Data Protection & Freedom of Information - ICO

    and it's not only Data Protection but the Privacy and Electronic Communications Regulations (PECR) as well.

    PECR will explain the shift from opting-out to opting-in - of the user, not the website that is.

    Data protection registration

    I've been asked by a client to setup a forum and they've also asked if they need to register since they'll be collecting information like email addresses and dates of birth. I've been looking at the ICO website but can't find any clear answer if a forum owner is required to register or not.

    Anybody have any experience of this? Admin?
