I created one late last year and when I didn't use it for a month they did indeed delete it.
P.S. Some poor soul was probably still getting hits from Google on my old homeip.net address for several years, but probably didn't realise it. There was an Xbox on there until a month or two ago. It's gone now

Just checked for you. Dunno, I let my old hostname lapse and it was removed and their site steers me towards the $20/year option to create one. May be one of those where the free hostname is still there but they hide it assuming you'll follow the purchase route and not read around too much. Alternative to DynDNS
What is anyone using for home dynamic DNS these days, I used to use dyn.com but its no longer free so anyone know a reliable free (or cheap) alternative?
