Web page caching

Know about the no-cache things in the header but if somebody has previously viewed your page before they were added (not that they work properly in all browsers apparently) what is to stop them always seeing the old version unless they are savvy enough to click refresh?

Are there any solutions apart from renaming all the pages?

Cheers for any ideas.
