I work with one of the largest cloud providers and create specialist systems for various companies (in particular financial) worldwide, particularly Europe, and I think they knew something like this was going to happen. They've already opened a large datacenter in the UK and another is due to open in Germany in the next couple of weeks which is good news for us. I don't think it came as much of a shock to many of the major players

Wonder how many organisations will actually do anything at all.
The ICO don't exactly issue lots of fines and they're not all that large anyway, may well be cheaper to just pay the fine than re-host.
