I work with one of the largest cloud providers and create specialist systems for various companies (in particular financial) worldwide, particularly Europe, and I think they knew something like this was going to happen. They've already opened a large datacenter in the UK and another is due to open in Germany in the next couple of weeks which is good news for us. I don't think it came as much of a shock to many of the major players

Lots of people need to start looking at what they do with the data they share and how, especially if they are using Amazon, Office365 or other cloudy services of indeterminate geographical location.. Organisations can no-longer rely on it to show that they are correctly handling personal data being transferred from the EU to the US.
