bear in mind it would be very easy to track down your personal IP address so you really want a machine in another country that has no physical relation to you.

Is there a way of setting up a totally anonymous web site and supporting infrastructure ?

Could I use IP address rather than a URL to avoid registering a domain name? and promote only to a selected audience ?

Yes, exactly as you described. Host it yourself to avoid messy hosting co. involvement. You should also run it on a non-standard port so that the usual search bots dont accidentally find it and catalog it!

You should probably also have it restricted to registered users and carry out the registration in some unrelated manner. Like for instance via PM's on an unrelated web forum perhaps...
