2000 should not have been a leap year. There is an extra rule that says that 1000's are not leap years. However, the rule was only rediscovered in December 1999 as the final millennium testing was being done. It was kept quiet by a secret international agreement to avoid world-wide lynching of IT staff for 'trying it on' to get extra fees for fixing something there should have already done.
