Hygene - There can be no argument here. All the "use more soap and water" brigade can't alter the fact that no matter what (including say after a wink or heavy exercise) there is never any odour from down there.
Aesthetics - Only had positive comments. Mind you my helmet is the size of big ben (probably why I needed the op) so that may count this one out.

Pain - It bloody hurt at 13.
Psychological - Endless abuse from peers at school. Even today I'm still affectionately known as "half hat" in certain circles. All good character building stuff.

Re: Hygenie. Yes, important if the person has no arms or no access to water. Armpits smell (though mine don't) and arms aren't cut off.
Aesthetics: Not a 'for' point IMO, but we'd need a women only poll to judge that.
Pain. Course it hurts, the willy is designed to be sensitive.
Other points:
It can easily be done, but not easily undone.
There seems to be little medical reason to do it.
Is a child's willy the property of the parents?
The side effects (e.g. desensitization) may not be noticed until later in life.
Either way it doesn't seem to bother most people.
The skin can be used for medical research.
