    But who is going to draw the line of "suspect fraud". For HMRC not paying tax for years could be fraud for them.
    It's exactly why HMRC information is deliberately ambiguous & open to interpretation. So they can change the rules & move the goalposts at will, should they so desire.

    According to HMRC :
    "However, HMRC will not use information
    resulting from these changes to open a new enquiry into earlier years unless there is reason
    to suspect fraud or criminal behaviour."

    But who is going to draw the line of "suspect fraud". For HMRC not paying tax for years could be fraud for them.

    We are starting to hear that some contractors who moved to payroll in the public sector, after April 2017, are being investigated by HMRC for historic IR35 taxes.

    Is this you? If so, we would like to understand more information please..... this is key for the campaigning - particularly as HMRC claimed they would not investigate anyone if they moved to payroll at the same client.
