    Yes, the legislation comes into effect on 6th April, and applies to all payments made after that date.

    Can I re phrase that post so I don't waste your time? The 20th March is that the date, the draft legislation is finalised? But the date for it to come into affect is the 6th April? Terminating the PSC's on the 19th, is the agency's call rather than thats when it has to happen?

    i was wondering if someone could help me with regards to the 20th March deadline.

    I work through a limited company, via an agency in the NHS. Following some of the advice on here, I have given notice to finish on the 24th March, allowing my invoice to clear, and then sit out the change over period come April 6th.

    I received an email yesterday from one of the agencies I work for ( not the one for this current contract), saying that the are terminating all PSC's contracts on the 19th March and they will be replaced on the 20th with the new terms under your selected umbrella company.

    I have obviously missed something. Please could someone explain the importance of the 20th March, as it seems to not just be about NHS employing PSC's directly?

    The legislation is indeed due to be published 20th March.

    I attended a meeting of circa 50 NHS payroll and finance managers and there was a lot of fear was that their systems might not be ready in time to process direct contractors.

    It's not true - the legislation is out March 20th, not 24th.

    However I've heard that message - I spoke to someone in that kind of project fairly recently who wouldn't confirm the client but said the same thing about his team. Since then I've heard this message and the two would appear to correlate.

    Someone has just asked if what they've heard is accurate. I don't know if it is or not...

    The NHS payroll system is a shared service and payroll managers plan to run inside direct contractors using Electronic Staff Records (ESR). Apparently they have not built the mechanism to do this and the Oracle Financials Dev team are refusing to accept the spec until the legislation is published on 24th March.
