Many promoters are based offshore and are harder to touch.
But I assume they all have to use a UK intermediary of some form because recruitment agencies and clients won't contract with an offshore entity?
In which case, maybe the way to stop the schemes is to introduce very heavy sanctions (possibly criminal and using POCA) against anyone in the UK who is party to a scheme.
