I used to work for Royal Mail in their Customer Service Department when I was in college so know a thing or two about their "service".

This sort of casual racism wouldn't be unusual bar the notion that where I was living the only white people I ever noticed were when there was a football match on
So it seemed to be racism by foreigners about her being a foreigner, quite ironic really

And then some chump steals it, despite already alerting the post office her mail was being stolen repeatedly shows their service isn't much better than Yodel
