He is a funny example that some people use to illustrate supposed vindictiveness of UK Govt - those people are ignorant in that they have no idea in many countries in the world when Govt is vindictive it would put the person in prison or grave, and steal the business - or at the very least create big problems for the business to continue as is, none of which happened in UK - he did not even have his visa cancelled.
My personal view is that he should have been given passport OR (if he was not desireable person for UK's public good) be kicked out of country. It was an "English thing" not to give him passport without any accusations.
