    I would prefer if the big issue employed them and made sure the tax is paid and they are eligible to work.
    Why don't you investigate the racket and go and close them down?

    Dodgy I think that his personal experience is that the Big issue sellers are no longer desperate unemployed but dedicated Roma as part of a criminal enterprise. I have seen a similar pattern.
