I wonder how far away the tech to do what I described is at a)expensive but affordable b)genuinely affordable prices

To me that kind of gadget would be wonderful to explore the countryside, basically enabling me to fly. Being able to observe remotely, and basically invisibly - I assume it's near silent - would be amazing.
And no I don't just mean to look through peoples' windows.
