A long time ago, I would test for non IE browsers and if detected route to the IE download page, it really annoys geeky types. Now days I cant see any point in using anything other than Chrome.

Makes sense though: the new Blogger templates (which suck due to excessive use of JavaScript BTW) presumably prefer Standards View, but as Annie is still using her trusty old templates they need to be in Compatibility View.

Could be, but I know Annie Mole's blog well and it's looked like that for years - certainly since long before IE8, or even IE7, were around. So anyone running Internet Explorer 8 (or 9) would have to reboot their PC each time they visited one of my pages. They'd soon get the message!
