Even the deprived go to school for the first few years... parents are glad to get shot of the kids until they're maybe secondary school age.

However isn't it known that recession leads to a baby boom in which case lots of the extra would be from middle-class families who can't spend as much on recreation?

yeah but it's probably a ratio of about 10-1 in favour of more chavlings so they do not really clog up the roads or the schools - it will just hit the dole office and prisons in the next few years.
