Call me a conspiracy theorist, but I can't help thinking this whole thing is to eliminate competition from freelancers for the benefit of the big consultancies.
Cast your mind back to when IR35 was introduced and Stephen Timms was on the board of Ovum Plc.

So 15 to 25 pages later they have a summary of what they have today and the business impact of that state. They also have a proposition, technology roadmap and the business benefits of following it through...
Now I can present it to them through their EAs and try and get them to focus their attention on delivering the right projects in the right order...

My first week in the office consisted of 4 days onsite, and one working from home to deliver a vision statement as a result of the meetings in the first four days. I am already controlling my own working practices and methods of delivery and have the mandate from the client to do so.
Reading the wording carefully it seems the point is simple. They are actually going after the very sort of thing that IR35 was trying to stop.
But IF you are an independent freelancer thinking about how you run your own business and behaving like a supplier rather than the sad mug that is found sat next to the permies at lunch trying to accrue flexitime, then you will be perfectly able to work outside IR35 while assuring the client that you are fulfilling your legal tax obligations and ironically paying the full amounts of tax.
