This isn't news IMO - it's always happening and there's much much worse than this goes on.
I know of a case where a family who repeatedly flaunted the rules had a baby and got it drowned in a puddle in front of them as an example.
It was a rural area, and they force sterilised the woman afterwards.
Whilst this gets me very angry, (and that's a massive understatment, its absolutely horrific). I also understand some of China's attempts to control population, something does have to give - but certainly nothing involving this level of cruelty.
