Yes, as long as I know smoking dope is not a crime in NL, but the council can enforce public order rules if you act strange. In the last few years there has been as increase in xenophobic attitude and not only towards the Brits but pretty much anybody who is not a native Dutch speaker.

I think you'll find that the drunken idiots are on the Leidseplein and throwing up all over the pavement around the red light district. I have been to Amsterdam a few times - and generally I did not really feel it was full of stoned people - yeah obviosly it is freely available so some were stoned but.. I prefer that to pissed up knobheads.
Although I do recall laughing at some fans when the Euros were held there - half of them were asleep in their seats watching the footy no doubt a cause of too much bear n cheeba!!
