It is hard to compare, the water board are still public up here, Forestry as well are always going to hire more in Scotland.
If we had privitisation to the level for done in England it would compare. I do not think anywhere in Scotland is on a public sector gravy train like what new labour gave to some areas of England and Wales. Scotland's economy is modest but ticks over without too much help.

SCOTLAND is top of the class when it comes to pupils studying science and maths.
According to a Royal Society report, more children in Scotland sat post-compulsory exams in physics, chemistry, biology and maths than in the rest of the UK.
In 2007, 12% of 16-year-olds sat higher physics. This compared with 3.6% of 17-year-olds studying the subject at A-level in England, 4.8% in Northern Ireland and 2.8% in Wales.
The same year, the number of young people in Scottish schools taking higher maths was 28%. In England, 8.1% of pupils studied the subject at A-level.
3.6% of English pupils take A-level physics 8.1% for maths
Truly terrible figures.

Scotland's GDP figures never contain oil revenue data unless you use the SNP's ones which were probably calculated by some mad rabid nationalist and nobody trusts.
