There used to be an old saying that you can't serve two masters at once. Club and England are two masters, and club pays the wages.
England Rugby Union turned around their fortunes by employing the players themselves (central contracts). They then won the world cup.
England Cricket did the same. Now one of the best test sides in the world.
GB have national squads for rowing and cycling. Now both are the best in the world.
Whatever other countries do, central contracts work for England/GB. Which is why it would be a miracle if England's football team ever won anything again, because central contracts will never happen here.

This is why I follow Northern Ireland, rather than my native En-ger-lund, lower expectations, we know we are tulip so we live of past glories, we lived of Spain 1982 until we beat England in 2005.
