I thought they didn't see smartphones as being mobile phones anymore.
There is no benefit in kind on smart phones. There was a thread in Accounting which covered this recently. HMRC have changed their earlier advice that they didn't consider them 'just' phones.
Can I purchase the phone outright (no contract) as a business expense?

Off course you can especially if you are involved in development. Even if you are not it's a smartphone, and you are allowed a smartphone and a mobile phone under HMRC rules.
Won't it belong to the business therefore not personal?
I've never bothered putting my phone through the business as it's a small expense that I'd pay personally anyway.
Thumbs up for the Desire though, had mine for a few months now and it still surprises me with it's seemingly endless functionality, liking Google Sky Map on these starry nights.
+1 on the Desire, only real downside is the small internal memory and a mail app that can chew that memory up over time.
I am looking at upgrading my personal mobile phone and have narrowed it down to few (not iphone).

Current winner is HTC Desire unless anyone has other recommendations for around the same price (300-370).
