I reckon it's someone trying to start a meme for a bet, like that guy in Dublin in the 18th century who bet he could have everyone in the town talking about a new word within a day, and won the bet by going around painting the word "quiz" (or something similar - not sure if that was the one) on every wall he could find.
edit: Yes the word was "quiz" - I just Googled it
