Why not make a charming little abode out of cardboard boxes/junk you can find. That way after everything has gone to hell. You will already have useful life skills that you can sell off to any other survivors in the future wastelands of england!

have a 15ft by 10ft asbestos monstrouserty in my garden, this summer was planning on getting rid of it and putting a 26sqft bricked summer house in its place (office / boys room), quote for that came in at £8k and to remove the asbestos shed, i got a guy down to £1100
a few people had said just damp it down and dispose of it in council bags, but the bag are quite small you wouldn't want to be breaking up 4ft x 3ft asbestos filled sheets to cram into those bags, not worth the risk, even if you do get someone else to do it

Removing asbestos can be done on your own depending on the type & if you need to break it up at all, if you have to pay some one to remove & dispose then there goes your budget.
Sheds, as has been noted previously can vary in price from £1-£50k you basically pay more for thermal properties & plumbing options.
You need planning permission if you are extending your living area by more than 3% (basically a porch)
Depending on your house an extension may be better / worth considering.
