    It's INside the city, hence inner.

    It was actually completed after the M60 was opened

    There is an inner ring road of sorts as well, the A501.

    Sounds a bit like the London scenario. There used to be the A406 (aka the North Circular Road) and the A205 (aka the South Circular Road).
    Eventually they got replaced with the M25 (aka The Biggest Fooking Car Park in Europe!!)
