My current contract started as a 3 monther, then I had a 2 month extension, then a 1 month, then another 2 months.
Problem with crappy extensions like this and crappy management is that it's difficult to properly plan what you can actually deliver within the contract.
Everything ends up becoming very piece meal and half arsed and they would get much better VFM if they properly planned out what they wanted from the get go

3 months are better for us anyway. Rarely projects take less thans is, so this gives you the opportunity to make yourself invaluable and getting a whacking big payrise come renewal date. I have a tendancy to wait to the last day where possible before pointing out my contract ends

Funding.
It's quite easy for an ops manager to get funding for 3 months work - it probably falls under his/her authorisation limit or at least a lower level of management depending on the size of clientco.
My last renewal was for 25 weeks as 26 weeks would have gone over the limit requiring CEO approval. I've now been at clientco for over 2 years (although on different sites which has been nice for exes).
