I am not checking if your payments are in order, I am just saying it takes so bloody much time to deal with them - I want to bloody pay tax and it's ******** impossible to get live person on business rates phone line. I mean WTF, any sales related line should respond straight away - councils should not be collecting the money.

The principle is general: you do not need to tell them where you are going just because you are going there, but particular actions or circumstances may require that you do.
