    Surely this is another sign of Brown's incompetence? He could call an election now, when things are going well. Instead of which he's going to hang on to the bitter death, and by next May there's bound to be a new crisis. Instead of making hay while the sun is shining, he seems to be saying "let's wait until it's snowing".
