We have it here too but only from our South African contingent who say 'Ja, Ja, Ja' in a gutteral Afrikaans drawl.

The one that is doing my head in here is 'I'm all over it' sometimes with the additon of 'like a mother dog'.

I don't know about agreement and enthusiasm, to me it confers "OK, shut the f*** up, I haven't got time for this, I get the message".
