    But if' it's not Papa Lazerou then...

    Papa can mean father, but it can also mean Pope.

    Pope can also imply holiness so Papa Maji wa Maji is possibly The Holiest of waters or simply Holy Water in Swahili?

    although I'll give credit for sniffing out the Swahili connection

    Refer to history of East Africa = "Maji Maji Rebellion"
    then add Papa = Father

    clue: not related to "Mother of all Wars"
