    probably.
    Some plants do not do well indoors, tomatos being one, they need loads of sunshine and water. So they are probably better off in the communal garden

    From a geek point of view - these buildings are buit to the lowest spec you can get away with so there will be minimum clearance in the communial areas, I would rather not be stuck in the foliage during an emergancy

    The article said she was spraying the plants with insecticide.

    I could understand the council's attitude if that was their main objection. Knowing how deliberately misleading newspaper articles like this are, to get a good story, it probably was.
