While recognising that the Israeli secret service, police and army are not averse to a little physical persuasion, quite happy to assassinate terrorists, and don't care particularly about collateral damage; the only country that you'd recognise as free if you lived there, in the Middle East, is Israel (edit - maybe Lebanon). Arabs and Palestinians with Israeli citizenship have exactly the same rights as Jewish citizens. This is why it's inaccurate to compare with Apartheid.
Iran routinely uses torture and murder against non-muslims, homosexuals, and indeed people who want to change the status quo.
Egypt and Lebanon are probably the next most free, but still pretty much police states. Jordan, Syria - safer not to be against the status-quo.
