One Note which comes with some versions of Office has an icon in the system bar you can use to create notes.

If you have Microsoft Office then OneNote is well worth a look - I've been using it for the past couple of years and find it extremely useful. It may well be overkill for what you want, but still worth a go.

ClipTray
A clipboard enhancer, actually. But I guess you can use it for the "post-it" scenario that you're describing, too. It saves a list of the last n items you copied into the clipboard; whenever you need one of the items you press a hotkey and you get a list of them all. It's freeware, and it's among the first things I always install on a fresh machine.

What I mean is a hot key rather like ctrl + alt + W pops up my Word Web spell checker / dictionary (a brilliant little app that I'd highly recommend). But instead of a word definition there would be input fields for text and keyword(s).
Thanks for the suggestions so far though. I'll definitely check them out.
