What you could try is dobbing him in it and telling management:
"In future only recruit contractors who are CITP or at least MBCS or MIAP. Then you can be confident they won't take the p*ss because they know that if they do, you can punish them professionally."
Let's see what reaction that gets...

I once worked at UBS in 1993 where a contractor had 2 desks in different buildings - told colleagues at each he was working in the other building but went home. He got caught - paid back money and then carried on doing it! got sacked...
