Last time I went to Lisbon it was a building site - sucking up billions from the EU purse for 'redevelopment' work.
If you like cities then Lisbon (when not a building site) is a good one.
Good golf and beach holidays a small distance out west in Estoril and Cascais.
Public transport good. No need to hire a car really.

I did a gig in central Lisbon a few years back (pre Euro in fact - just before they brought it in) I lived in Estoril and ventured into Cascais a lot.
I have mixed memories. Public transport was great. I got to Lisbon on the train and back for about a quid. Food was good, weather etc. One thing that constantly hacked me off was the petty short changing. Every where I went they were at it. Train stations, bars, shops, taxis - even the people in the little toll booths on the toll roads, constantly short changing. When I asked some locals about it, they just smiled and shrugged as if it was fair game with foreigners. So when I left I short changed my local landlord, by a month's rent.

Lisbon is one of my favourite cities. When the property prices drop a bit more (as they will) I might buy myself a a nice little gaff just up the coast ready for my planned semi-retirement. There's some really nice places around the area, Sintra for example. Estoril isn't so nice and can get busy in the summer but as yet the area north and south of the Tagus hasn't been completely ruined by development like some parts of the Algarve. Hopefully it never will be, but it is changing and Norh of Lisbon along the coast is getting very busy. Since I've been travelling to Lisbon, over the years, the small roads into the countryside are being replaced with motorways etc. The area between Cascais and Sintra that was a gorse heath land a few years back is now bisected by a major road packed with Honda, Toyota, etc.. dealerships and out of town shopping, along with golf courses! Areas like Colares are still lovely and rural-ish but the dunes vineyards that made the place famous-ish are gone. (Maybe all of them, I've not seen any activity at the large winery in town?). You'll love it.
