That's because they both had a certain nasal tone to their singing.

Kylie joked about it on the video for her early songs, saying that it was her singing as Rick rather than him as her.

Apparently, if you had a 33rpm record of Rick Astley's, you could play it at 45rpm and it sounded like Kylie Minogue, and vice-versa.
