Is there to stop some software that requests lots of info from Google to try and work out Google ranks sites like it does or to find sites to link to etc. If your web department has all web requests going through one IP address then it can cause a trigger in Google that gives you that error page to make sure it is a human making the request and not an automated process.
Saw a funny one on The Register or somewhere once where a Google captcha on the page like the one you sent spelled out "minge". They had obviously not used a UK profanity filter
