I tried to find out what a supervision order actually is, and the only references I find link it to youth criminal justice.
The attacker in this case was 44.
I wonder what the given reasons for not imposing a jail sentence were?

There are not enough prisons, so Govt leans on the Judicial branch to give less custodial sentencing, perhaps this is linked to some kind of targets related to bonuses. Everyone (almost) wants scumbags to rot in jail, yet few people would like such jail to be near their own house. Maybe it is time to make a deal with some Eastern European country to rent their jails: only prisoners who have very good behavior will move into UK jails.
