I've thought about this and it all hinges on whether a fine is meant to be a punishment or a charge, if it is meant to be a punishment then why not give offenders 3 points on their license rather than just fine them? I've managed to drive for 19 years without picking up a parking ticket by not parking in a place where I know I shouldn’t, does this sound reasonable and fair to all?

Although the story is quite comical it does highlight the fact that rich people are not affected by such inconveniences as parking tickets or congestion charges. DVLA should be allowed to keep it and keep the proceeds of any auction to make an example of him.
