The only sure fire way to avoid the web filtering/proxy at a particular site is to run your own proxy service on a PC at home. It's not hard and it's guarenteed to work providing your home IP address doesnt get blocked. Theres no reason it should unless you start doing stupid things with it and get your self on a black list.
Squid is probably the best, it's free, it works, it runs on Linux and Windows and does loads of other usefull stuff as well.
Just remember though, the restrictions are there for a reason and if you get caught deliberately circumventing them you will most likely get fired on the spot.
If you really have to have unrestricted web access when on a clients site get a web enabled phone.
The other adavntage to using a phone is that you can take it to the bogs with you, which may be more usefull to some of the congregation than others. Don't forget to turn the sound down or use earphones.

Doesn't really matter who, the technique works as HTTPS proxies allow the connect command to forward ssh traffic on port 443, putty takes advantage of this. It generally works unless your home IP gets blocked.
If you get caught though, expect to get fired

Most system admins who are on the ball will have already blocked proxy sites also.
Surfing the net is one thing, but I've done gig where permie IT staff do **** all except surf cr@p all day and let us contractors do all the work.
Taking the p1ss is one thing, giving it away is another.
