Not directly but as The Home Office is funded by HM Treasury I would venture that the Civil Servants in the Passport Office who turn up and draw a salary are indeed paid by those of us that are subject to taxation within the UK.

Part of the point of paying Union fees is that they pay you when there's a strike. Sounds like the Union has cash to burn if they're not using TOIL

The civil service instead of giving over time give people time off in lieu.

So as they don't have enough staff in the Passport Office and people have worked over time if they all take their time off at the same time then....

Passport Office workers are to strike for five weeks in an escalation of a dispute over jobs, pay and conditions.

More than 1,000 members of the Public and Commercial Services (PCS) union working in Passport Offices in England, Scotland and Wales will take part in the action from April 3 to May 5.

Those working in Durham, Glasgow, Liverpool, London, Newport, Peterborough and Southport will walk out from April 3 to May 5 while those in Belfast will strike from April 7 to May 5.
