When I lived in Mere our gp surgery offered all this too ... for free. You could call up in the morning and guarantee a phone consultation same day. If that needed a face to face as an emergency then they had free slots available each day too.
If the surgery is well run then it can be done.
They also ran an evening surgery late one evening a week.

The west London clinic used by the prime minister charges £250 for a half-hour consultation and, unlike most NHS GPs across the country, offers appointments in the evenings and at weekends, as well as consultations by email or phone that cost up to £150.
Patients can request home visits from doctors for which they are charged between £400 and £500, depending on the time of day or night. The clinic, which the Guardian has chosen not to name, also charges up to £80 for prescriptions."

Good job Rishi, now make ALL private medical expenses as 100% tax deductable (with tax credit if there is overspend in any given year) - that's the bare minimum he is ought to do.
