My mistake it's more nuanced than my response - it's actually this bit

Diplomats lose much of their immunity following the termination of their diplomatic status under Article 39 of the VCDR, which provides that the "immunities shall normally cease at the moment when he leaves the country … but shall subsist until that time … However, with respect to acts performed by such a person in the exercise of his functions as a member of the mission, immunity shall continue to subsist."

And the accident wasn't while exercising her functions as part of the mission (she was driving somewhere) so the immunity is no longer valid as she's back home.

That's not an excuse for breaking the law of that country and skipping town

No it's not, but it is used constantly as an excuse by all diplomats, albeit in much less serious cases for example such as illegal parking in London

The spouse of an ambassador could be held by a regime for blackmail or extortion reasons for example.

Or for not serving Ferrero Rocher at the reception....
