    This is probably not unrelated to past expenditure. Chinese and Indians have always done very well but in former years other minorities have performed significantly worse and a large amount of money was poured into the lower-performing deprived areas. Tower Hamlets got over £8000 per pupil in 2013, Hackney got almost £8000, while Bromley got less than £5000.
