Every time a certain fraction of the population whelps or moans (say, somewhere north of 48%, but south of 49%), a unicorn dies. Every time a unicorn dies, a Treasury forecast is missing its unicorn input. If a Treasury forecast is missing its unicorn input, we won't know how many snowflake support centres that we can afford to build. Then everyone loses, because we'll have a surfeit of snowflakes on CUK.
