Hopefully David Davis will be offering google a safe haven....

A good headline, and probably not much else. The EU have a habit of imposing fines and not bothering to collect. They could always threaten to shut down the internet, I suppose, but other than that, it's not really enforceable. Another example of the EU thinking they have more power than they actually do.
