    All London councils have done so regardless of political colour to raise revenue.

    It's suppose to go on road improvements but it gets shoved in the reserves then clever accounting happens.

    Standard procedure, unfortunately. They've lost 3 days revenue, and someone has to pay. It's why I got a $600 late return bill for a hire car at LAX. The fact that the return date was September 12th 2001 should give you a clue: the airport was completely closed and road access was controlled by the US Army, and the only planes flying overhead were USAF F-whatevers, either way, it didn't cut any ice.
