what I do not understand is that Scotland did have a referendum to leave the UK and they voted no.

Is this balloon saying they should keep having referendums till he gets the result he wants?

If so that is a sign of deeper mental issues, an inability to accept reality as it is and a need to change it, to lie to themselves and others, to create a reality they want to live.
